Not exactly... civil unrest means groups of people tearing shit up just to cause mayhem and raise hell, maybe do a little looting.

Civil war implies at least some level of coordinated organized activity, intended to achieve some objective.

There IS a difference...

I'm with you. Civil unrest is another way to say civil disobedience, but it's like a child disobeying their authoritarian father. They both end up with their asses spanked one way or another.

To do away with that and retain their position, police forces were publicized to retain a standing police force regardless of political turmoil.

In effect, if there is no government the police ARE the government.

They are a self appointed "opportunist"government, they voted themselves into that position, it is a type of socialized headless dictatorship.
