Civil war implies at least some level of coordinated organized activity, intended to achieve some objective.

To do away with that and retain their position, police forces were publicized to retain a standing police force regardless of political turmoil.

In effect, if there is no government the police ARE the government.

They are a self appointed "opportunist"government, they voted themselves into that position, it is a type of socialized headless dictatorship.
