Using a VPN is just a good idea in general. I'm behind one a fair amount. Not always. I am now. I also modify my headers so sites with poor IP checking will think I'm some AT&T server in the states.

The easiest way to avoid exposure is to use solutions that aren't as mainstream.
Set up a few free ssh accounts and reverse ssh port forward through them for example.

Agreed about the burn phone.. But keep in mind that many dissidents are not western or have the money for a decent smart phone.. Especially a throw away...

As for the exit nodes with TOR, yes many are corrupt... But the nature of TOR makes it such that even though they may see you doing something, they simply dont have the ability to track it back to you. Combine that with judicious use of SSL and your pretty safe... There are also ways to track "bad" nodes and exclude them from use; http://xqz3u5drneuzhaeo.onion/users/badtornodes/

There is always debate about TOR's safety.. But the fact is, perfect or not, if used properly its still the safest option we have... NOTHING is 100%, but simply being behind a single proxy is totally useless... JMO

The device you use ultimately doesn't matter. Any pc can be secure by booting it off a stick. Don't trust anything running on any given machine. Boot public machines off of your own media if possible.
Do not trust the equipment connecting you to the internet either. Less = better. Modem -> plug = best.

The issue about non-secure/compromised endpoints is real, but as you said ... use of SSL will remedy many of the potential issues.

Many proxies are badly configured or are transparent. One should at least check a good what's my ip site which checks for http_x_forwarded_for..
