The $1.1 billion spent to repair Oroville Dam is failing as water is seeping through the rebuilt spillway threatens new mass evacuations over the risk of the dam collapsing.

According to national dam expert Scott Cahill of Watershed Services of Ohio, Oroville Dam is on the same failure track as in 2017, with visible water seepage trickling from the foot of the dam and dozens of points along the dam's principal spillway. Cahill warns that warming temperatures magnified by precipitation is a growing threat to the dam.

It's hard to find the proper take-away thoughts from this boon-doggle.

Ultimately, I'm guessing it's that -> tyranny is inherently incompetent.

They've had plenty of messengers tell them what's wrong, but they
can't hear them. Ideology seems to speak louder than truth.

They'll just chalk this up to AGW and blame someone else, get promoted,
and eventually retire with full life time pension and bennies.

I was living near by when the dam was built. experts at the time were critical of the Earthen dam for the reason that they leak, and leaks can become catastrophic as erosion expands interior leaks exponentially. BUT, they built it anyway because it was CHEAP. The cost to do a proper concrete dam would have cost much more. But at least we wouldn't have had the continuing problems of leaks.

If the embankments have proper construction they can be very safe. Correct grading and compaction, along with foundation preparation and a cut off wall.

But a lot of these old earth embankments were created by hydraulic fill, like mixing soil with water and then sluicing it into place instead of moving the earth with equipment and then compacting it.

Not sure what Oroville dam is, but it may be a hydraulically filled dam embankment.

Just guessing but I'd say that the phreatic water surface through the embankment is too high. That means the coarser grained layers have filled with silt and smaller particles and the water surface isn't drawing down before the toe.

That puts pressure on the underside of the spillway, eroding more material.

Just a guess.

That's not going to stop water from inside the dam pushing it's way out. As you can see, there are already leaks from that spillway, as the water under cuts the rock under the spillway the spillway will collapse just like it did before. THERE IS NO FIX for water leaking through an earthen dam, it will only get worse.
