Yes, and everything I feel about Vindman's loyalty to this country has only been reinforced.

Presidents choose to take or discard all sorts of information from foreign gov'ts depending upon the situation at hand.
Sorta like what happened when Qatar called the US and said," we have Bin Laden, what do you what us to to with him?" AFTER the USS Cole bombing, Mogadishu and its subsequent pitiful carpet bombing campaign and guess what Clinton and Albright said, "nope" because the US was on talks with Qatari princes and their stakes in US foreign oil production as well as a promise to keep check over Iraq/iranian conflict at the time.

Its geopolitics and to be outraged against one president when others have done the same is just playing partisan fames and cherry picking.
